Preferred Qualifications Position Summary
The Fiscal and Economic Analyst provides critical support to the workforce and economic analysis unit at the Institute of Government throughout the year. The Fiscal and Economic Analyst works on research and technical assistance projects related to economic and workforce development and the fiscal health of the state. Throughout the year the Fiscal and Economic Analyst works with economic, education, and labor market data to understand trends that will help legislators, government leaders, economic development professionals, education leaders, and others to make better data informed decisions. The Analyst may also take the lead in research and technical assistance projects based on their available time, skills, and experience. The Analyst also conducts essential analyses of the impact on state revenue and expenditures and assists in fiscal research for state agencies and the members and leadership of the Georgia General Assembly.
Knowledge, Skills, Abilities and/or Competencies
This job involves working on applied research and analysis projects, including economic analysis, workforce development, and economic development technical assistance projects. The position will closely work with faculty and project managers to manage and complete workforce development and other applied research projects. The person in this position will possess superb customer service skills, be able to work independently, be flexible and willing to travel around the state, able to manage multiple competing priorities, knowledgeable of various facets of workforce development and economic development, skilled in conducting best practices research, comfortable with high levels of ambiguity, and capable of serving as the primary author on project reports derived from many data sources. The person in this position will be competent in the Microsoft Office Suite, primarily Excel and Word, and be knowledgeable of labor market and economic data and the use of Qualtrics for data collection. This position will involve data analysis and visualization skills, particularly R, SPSS , SAS , or STATA . The successful candidate will possess a high-level of soft skills and comfortable in various situations as they will interact with elected officials, community leaders, business leaders, and other community stakeholders on a regular basis. This position will involve superb writing skills and the ability to conceptualize a report based on the client needs and project goals.

Manage ongoing applied research projects including coordinating with clients, developing project plans, preparing meeting materials, conducting research for projects, managing final deliverables, facilitating meetings, overseeing the efforts and contributions of other personnel, and other project management duties. Serve as the primary author on written products for projects managed. Typical products include final project reports, executive summaries, strategic plans, meeting notes, and presentations.
Percentage of time 65 Duties/Responsibilities
Analyze the economic and fiscal impact of tax policy as requested by the Governor's Office, Georgia Department of Audits and Accounts, or the Georgia General Assembly. Determine appropriate statistical and quantitative procedures to be used in analysis. Interpret results of analysis and effectively communicate the impact in writing.
Percentage of time 10 Duties/Responsibilities
Support the Institute research projects with labor market and economic research as part of the unit's workforce and economic development portfolio. Gather and analyze labor market data, demographic data, education data, economic data, and other federal and state data sources to provide insight and support to state government, local governments, economic development organizations, and workforce development areas. Create data packets, community profiles, workforce snapshots, and other data-driven research products.

Develop and deliver training for clients and stakeholders. Coordinate with clients to determine training needs and craft the materials to meet desired outcomes.

Incorporate evaluation and feedback processes into workforce development and economic development projects. Responsibilities include data tracking, client follow-up, and other ad hoc evaluation and impact assessment efforts.
